John Pastore
Executive Director, SCAP
|

John is the newly appointed Executive Director of the Alliance, replacing Ray Miller upon his retirement. John has over 25 years of management experience in the municipal wastewater industry and served on the SCAP Board of Directors as the Riverside County representative from 1993-2005. He also served for two years as the President of the SCAP Board of Directors. John interacts with representatives of the regulatory agencies, as well as with the SCAP Board of Directors, to preserve the integrity of the Alliance and to ensure that the agencies are treated fairly and equitably in the regulatory arena. During the time that SCAP has been in existence, the interaction with the regulatory agencies has turned into a partnering type relationship, resulting in a mutual respect between SCAP and the regulators.

Kris Whisenhunt
Executive Administrator, SCAP

Kris started in 1996 as the Administrative Assistant for SCAP. With over 30 years of
administrative and management experience, Kris currently holds the position of Executive
Administrator for SCAP. She oversees the handling of the clerical and office work and
makes sure announcements and relevant information gets out to the members. Kris also
handles all of the bookkeeping for SCAP, as well as compiling the draft budget for

Mary Jane Foley
Regulatory Consultant, SCAP

Mary Jane Foley is the Regulatory Consultant for SCAP. She oversees three robust
committees focusing on air, water and biosolids issues. These committees help frame SCAP
responses to numerous regulations that are impacting our members. Mary Jane came to
SCAP after spending 18 years of her career as a member of the San Diego Regional Water
Quality Control Board and as Vice-Chair of the State Water Resources Control Board.
She has expertise in public policy issues pertaining to water quality regulations.
During her state service, she was responsible for all watershed policy issues. The
Biosolids EIR was completed during her service. She was chosen Senate Woman of the
Year for her work on water quality issues and upon leaving state service, she was
honored as the Southern California Water Leader of the Year and received 25 awards
from legislators, local governments and business leaders for her years of service.
SCAP was her first choice for consulting work because she felt committed to helping
the regulated community achieve practical, cost effective regulation. SCAP is very
fortunate to have her on its team.
